Who strategically uses the new libero rule first?

In early January, the NCAA Women’s Volleyball Rules Committee proposed a number of new rules that included allowing double contact and designating two liberos for each set of the match, as well as a grouping of other rules. On Tuesday, all of the proposed rules were approved.
The one rule that will likely capture Nebraska volleyball fans’ attention first is the two liberos rule. Here’s how the NCAA describes the update:
The panel approved each team being allowed to designate two liberos for each set of the match. Only one libero would be allowed on the court at a time, and the libero would be allowed to serve in one position.
The rationale for the proposal is to allow more players the opportunity to compete and to increase action and improve play.
That means the Huskers could now designate two liberos in the same match if they want to. But the big questions are if they actually will and, if they do, how the two liberos would be utilized.
